Assessments can identify problems before they become significant events, weaknesses in a program and standards that are not consistent with goals. This can be used to improve performance. Assessments also identify good performance areas, which can be used to help determine the best strategy in addressing identified weaknesses.
It has been demonstrated that when weaknesses are identified and corrected through assessment, performance improves. In the 1980's the Institute of Nuclear Power Operations began assessments of all US nuclear power plants. During the following 20 years, significant events decreased by an order of magnitude - even as the definition of a significant event became more conservative.
This book provides tools to plan and carry out assessments successfully. There are three different types of assessments discussed - performance based assessments, programmatic assessments and behavioural assessments. Although this book has been written as a self-standing guide to assessments, its effectiveness is increased when paired with classroom and field training.
